Reapportionment Act of 1929

The Republican Reapportionment Act of 1929 was supporting legislation for the unconstitutional acts of the 1921 Republican Congress. This act still limits the membership of the House. Note the red points in the figure showing the growth of congressional districts. These large disticts are easily gerrymandered in bipartisan manner to "lock up" safe seats. The voters are being "selected" by the parties as opposed to the voters selecting their representatives.
